Not all new content is good, not all new content is worth adding, and not all good content will help. Look at how many updates DarkRP has gotten, and the highest population I've seen is a flat 30. They're desperate, and clearly, new content doesn't seem to be helping as much as you and other little boys hoped.

There is a built-in system that will protect you from taking damage while you're mining, even if you're out of hunger.
