Server Hotfixes and QOL Changes 4/5/21

[Icefuse Networks]

These were mostly requested changes for the game master program. Nothing too crazy here.​

[ // ] Fixed / Updated

All Servers
- Enabled !vote and !endvote for Administrator+ on all servers to rate events.

Military Roleplay
- Added ability to spawn branch/identifier panels and training panels.

Imperial Roleplay
- Updated spawn list.
- Allowed entity dispensers to be spawned once more.
- Allowed Command Post to be spawned once more.
- Fixed Hyperspace tool to be able to hyperspace out LFS entities (VHS 1 only.)
- NPC Follower Tool is now able to follow players once more.
- Added ability to spawn training panels.

Clone Wars Roleplay
- Updated spawn list (including a bunch of rocks and rubble... Why do clones like rocks so much?)
- Allowed spawning of Entity Ammo for main and event server.
- Allowed fog, sun, and sky editors for main and event server.
- Added ability to spawn training panels.

DarkRP / CityRP
- Updated prop limit for Senior Moderator from 85 to 125 (GM building incentive.)
