I can tell that Air Force had their hands in this. My opinion is that if so many rules are needed to limit it, what's the point? But on a more debatable manner, could Aircraft rules just be put in the pilot handbook/docs instead of clogging the rulebook?

This shit is confusing as hell, can we not just remove (ban) helicopters if people don't like them that much.
