@Skitter has been promoted from Imperial RP Elite Admin to Imperial RP Head Admin.
@ziggie has been promoted from Clone Wars RP Elite Admin to Clone Wars RP Head Admin.
@foru has been promoted from Dark RP Elite Admin to Dark RP Head Admin.

Changes to blacklists and blacklist appeals.
1) Blacklists will now be appealable/un-appealable.
2) Blacklist will no longer be stuck behind a time frame of being unblacklisted.
3) These appeals have been moved to the forums.

Monthly reports from DVL's and P.S's have been moved to the forums.
